APPENDIX”B”
RULES MADE IN ACCORDANCE WITH ARTICLE 1. 5(b) OF THE BY-LAW
(Rules not requiring membership approval)
The Operation of Vessels
R1. Boats of every type will be operated DEAD SLOW in the basin.
R2. Boats shall be operated in the basin only by the Member, or an immediate family member of a Member, or another Member of the club, with the Member’s consent. All operators must hold a Valid Pleasure Craft Operator’s Certificate, (PCO Certificate when legislation requires).
R3. No black water discharge is allowed.
R4. All inbound boats have the Right of Way.
R5. Sailing boats must have auxiliary power and shall not be operated under sail into or within the basin, except in an emergency.
R6. Extreme caution must be exercised by all craft in the basin.
R7. No windsurfers shall be operated in any of the yacht basins.
R8- All vessels operated or stored on club property or in the basin shall be insured for at least two million dollars Liability, inclusive of one million dollars Liability in Pollution coverage, effective December 31, 2021. The member shall provide a current certificate of insurance to the Privacy Officer. (Motioned -June Board Meeting 2021)
Moorings
R9 Moorings for transient boats must be pre-approved by the Mooring Chair or Flag Officer and the appropriate mooring fee shall be paid, with proof of Insurance.
R10. Moorings are provided and maintained by the Club.
R11. A mooring shall be held under the name of the Member and not the name of the boat.
R12. The Mooring Committee shall measure all boats brought into the Club, to assess the required mooring dues.
R13. A Member who has paid for a mooring may apply in writing to the Mooring Committee before March 1, for a change in mooring location. Reasons for the change shall be stated.
R14. A mooring may be changed only with the consent of the Mooring Chair and the Board of Directors after consultation with the Members involved.
R15. A Member who buys a larger boat that cannot be accommodated on the allotted dock shall make arrangements with fellow Members and bring a proposal to Mooring Committee for approval. Nothing herein shall guarantee approval. A Member who purchases a smaller vessel shall be accommodated on an appropriate dock at the Mooring Committee’s discretion.
R16. Use of Club facilities by Members, or by non-members of the Club shall be paid for immediately.
R17. Fender skirts must be lifted or adjusted to one foot or higher above the water by the Third Wednesday of November and for security, all ladders remaining on the premises must be locked. (Jan 2018 and Nov 2020)
R18. All boats must be out of the water prior by the Third Wednesday of November.(Jan 2018)
R19. Maximum allowable draft shall be six feet, two inches.
Use of Club House and Grounds
R20. No GYC equipment shall be removed from the property without the permission of the Board of Directors.
R21. Dry storage of vessels, on club property, in excess of 12 months from the day of the haul-out of the vessel, shall be at the discretion of the Board of Directors. (Oct 2020)
R22. The storage of a Member’s equipment in GYC buildings is not permitted. Masts, dinghies, and cradles may be stored on Club property at the discretion of the Board of Directors. Empty trailers must not be stored on Club property.
R23. No auxiliary craft, dinghies, dock boxes or other chattels shall be stored at the Georgian Yacht Club so as to impede marine, motor vehicle, or pedestrian traffic.
R24. The private storage of gasoline or fuel oil on any club property is not permitted.
R25. Any member using the Clubhouse shall make sure that all doors and windows are secure, and lights turned out before leaving.
R26. Any member may use the Clubhouse on a non-exclusive basis providing the Clubhouse and grounds are left in a clean and tidy condition. A member must be in attendance at all times and shall be responsible for their guests.
R27. Re-cycled Garbage shall be placed in the appropriate containers provided. Regular Garbage shall be put in the appropriate containers.
R28a.The noise Bylaw of the City of Owen Sound must be adhered to between 11:00pm – 8:00am. Member’s conduct should not deny any other members’ enjoyment of the property. (Motioned 1 Nov 2021)
R28b. Alcoholic beverages shall be dealt with in accordance with all applicable Legislation.
R29. Members and Associate members shall display the membership identification sticker in or on their vehicle or vehicles.
R30. Members may park their vehicles adjacent to their moorings as space permits, and in a manner, which shall not interfere with through traffic. On the South side of the South basin, Members shall park adjacent and parallel to the fence.
R31. Guests visiting Members who have boats moored parallel to the wall may park adjacent to the Member’s mooring as space permits and in a manner, which shall not interfere with through traffic. Guests visiting Members having boats moored on finger docks shall park in the designated signed parking areas.
R32. Members having boats on finger docks are allowed only one vehicle parked adjacent to their mooring.
R33. Members who leave on a cruise for more than 48 hours are expected to use the designated, signed parking areas.
R34. Non-members, who disobey the notices prohibiting the driving through Club property, are, to be warned by any member observing this infraction. All members are expected to co-operate in controlling this situation.
R35. No vehicle speed shall exceed 10 kilometers per hour.
R36. Between Sail-past weekend and Labor Day weekend, the Clubhouse shall not be rented except at the discretion of the Board of Directors.
Safety at the Club
R37. The member shall ensure the safety of their guests while on Club property.
R38. Stray children on Club property shall be told to leave the Club property at once and not to return.
R39. Swimming in the Club basin is not permitted.
R40. Pets on Georgian Yacht Club property shall be kept under control at all times. Each
member who permits a pet to be brought on to Club property shall be responsible for ensuring that any waste deposited by the pet is appropriately removed.
R41. All tires used as fenders must be chained securely to the wall or dock.
R42. All masts must be stepped by Sail past or removed to the Storage area.
R43. Any external welding/grinding shall be done in a safe manner. The work site shall be shielded and contained.
R44. Refueling of vessels within Club property shall occur only at the fuel dock by a TSSA certified, GYC approved licensed fuel attendant. The only exception will be commercial fuel operators who hold their own liability insurance while fueling vessels. (March 2011)
R45. All boats must be unplugged after the third Wednesday of November, or the cord tagged with date while charging (48 hours maximum per charge). (April 2019)
R46. Each Member with a boat shall appoint two Members within the local radius of the club, to act on their behalf, when they may not be available, and a situation of urgency arises. A list of the boating Member and his/her appointees should be updated yearly and posted on the notice board in the clubhouse.
